The overbooking is that almost always some people cancel their hotel reservations and flights. So spaces are available to do business with them. Each industry has its overbooking rates, especially in peak seasons. However, sometimes the quota is filled and no cancellations. It is when users of these services are aware of the problem.
In many countries this is legislated, the tourist offices can report it. In the European Union, for example, states that costs for the flight delays are on account of the airline, although establishing certain conditions.
